In Croatia club president decides about player transfers, and the coach is pretty much responsible for training and tactics, and sometimes takes the blame for players that play bad, even if he didn't wanted them. However it's still unrealistic that board accepts the first offer because the club president negotiates for better price, and if the club doesn't need money he will turn down the offer if it's not right. But unfortunately most clubs need the money so it is rare for clubs that they can keep their best players.
