Scouting problems and ground expansions dissapearing

I'm playing as Luton (don't laugh!) and i'm in my 6/7th season and my scouts are going haywire. Every person I am scouting they are either giving too many stars ( I know this because the write up says they arent as good as they players I have already got ) or they give them too low a star rating (again I know this because they give a player one star who is written as having close to the ability of someone else who has 5 who plays for me).
Also I have had about 3 ground expansions from the original 9700 at 2000 seats a time but my capacity is still only 10400. I checked straight after the 3rd expansion and it did go up to 12000 only to go back down again next time I checked.
I am just downloading the patch now to see if this helps but not even sure either of these are covered in the patch.
Anyone else had this?

on there open it, search for ur team, and then look at attendances.
u might not get enough people to the stadium because of ur teams reputation etc.
plus about the players.
one thing it can depend on is that even though a player has as much CA as any of ur current players, he might not be that good. example:
if u did so kaka had 200 in CA and PA, and so did c.ronaldo. who would be better? well the one who performs, kaka could be just average even though he is CA and PA. while the other player with same CA could be 10 times better.
get the point? the scouts dont just base things on their CA and PA. its also about how they are performing, and if they are good at doing some things etc etc.
As for the scouting, its definately the scouts reporting the potential and ability wrong but since I have applied the patch it has gone back to normal which is good news i.e. the same scout got a report card of the same player he gave one star before the patch and after the patch he gave them 4 stars. Good job on the patch SI seems to have sorted my problems out fingers crossed.
