By installing weegie data update you should "unlock" them.
Nevertheless, I will give you link here on this post (in a bit) to a single file that should do the work for you.
EDIT: Germany fix, 22.34 MB (I didn't test it yet and I'm not sure if it's 8.0.2 compatible, but I hope it works

- Go to
"C:/Program Files/Sports Interactive/Football Manager 2008/data/db/800/lnc/all"
- Copy and Paste the file "fake.lnc" anywhere as a backup, then delete it.
When you start a new game the countries effected will have the proper squad. All this file does it put a "mask" on the national teams effected and once you remove it will get rid of the mask.

So, logically by removing this file, Germany should cease from being fake and Oliver Kahn should show up instead of Mustermann. But I tried that with patch 8.0.2 and it didn't work.
If anyone knows of a 8.0.2 compatible solution, please speak up.
