I know theres a way for foreigners who have been in england to play for england after a 1200 day or what ever

Just because a player is eligible for a second nationality doesn't mean that the will take up this option. Some players simply do not apply for second nationality.
It was suggested in the official SI forums that perhaps SI could alter the contract negotiations screen and any club can insist that when a prospective player becomes eligible for one, they must apply for citizenship.
So, for now it's on the player's will to gain or not gain the second nationality in case he is eligible for one, but there's nothing you can do to provoke it. Maybe in the next Patch...

Like the Boss said, Its up to the player to chose a second nationality, When a player has two nationalities in which he can choose, Plus the first National Team in which he is called up for also has a bearing in which nationality he chooses!
For instance if a player has English/Nigerian as nationalities, If Nigeria calls him up for the U21's he will be more inclined to become a nigerian citizen! but until he plays for the Full International Side he can play for either U21's!
